The assembly was peaceful and did not cause closure of the Parliament. The right to take part in such protest action is guaranteed by the Constitution of Thailand.&lt;br /&gt;Police made use of an Acoustic Weapon, LRAD, against the peaceful assembly. LRAD or Long Range Acoustic Device is a crowd control weapon deployed by the US military against hostile forces in the Iraq war. It has also been used on American war ships to deter approaching boats, against pirates attacking luxury cruisers, and by whaling ships to deter protesters. Its use in the streets of Bangkok against women and and the disabled protesting peacefully, as is their right, is out of all proportion.&lt;br /&gt;The LRAD device emits sound of up to 155 db, well above the pain level, and can cause permanent damage to hearing. Even at a distance of 90 metres the effect can be extremely painful. It is reported that in the case of the Thai women workers it was used at a distance of one to two metres! A manufacturer of the device insists it be used for a few seconds only. In Bangkok streets it was used for periods of 30 seconds. Elderly women especially suffered severe pain. &lt;br /&gt;It is an outrage that this weapon was placed in the hands of a police force under irresponsible leadership, answerable to no legal authority, and used against a peaceful assembly of women and disabled people. margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;width: 400px; height: 300px;" src="http://1.bp.blogspot.com/_MYWTCgFewLI/SbnkNw8eZrI/AAAAAAAAARY/33zbH_-2w6U/s400/BochcoStatues.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5312528160588195506" /&gt;&lt;/a&gt;&lt;br /&gt;เสียงซ้ำซาก                   จับใจ ฉบับอาทิตย์ที่ ๘ มีนาคม ๒๕๕๒&lt;br /&gt;ปานชลี สถิรศาสตร์      &lt;br /&gt;&lt;br /&gt;สวนอาหารบรรยากาศน่าจะดีหลายแห่ง   ดนตรีมักดังกระหึ่มจนปวดประสาท  กระแทกหน้าอกจนเจ็บหัวใจ  เวลานั่งรถผ่านทีไร  รถยังสะเทือนไปทั้งคัน  ไม่ได้เป็นเฉพาะในเมืองกรุง   ถึงอยู่ใกล้เขตอุทยานแห่งชาติ   ก็ส่งเสียงลั่นราวมาจากขุมโลกันต์  ไม่รู้ว่าคนอยู่ใกล้ทนได้อย่างไร  ขนาดอยู่ไกลยังแย่   ถ้าไม่เป็นเพราะหูตึงกันไปหมดแล้ว&lt;br /&gt;&lt;br /&gt;ประเทศที่เอาใจใส่สุขภาพประชากร มีกฏว่าร้านอาหารพร้อมดนตรี  ต้องมีวัสดุดูดซับเสียง และปิดประตูมิดชิด  ส่งเสียงลอดออกมาไม่ได้  มิเช่นนั้นจะถูกปิดง่ายๆ    เมื่อไม่กี่ปีก่อน  นักดนตรีซึ่งเริ่มชราจากวง  “ The Beatles”   อันเป็นที่ชื่นชอบของคนทั้งโลก  ถูกเพื่อนบ้านแจ้งความ  ด้วยทนรำคาญพ่อซ้อมดนตรีดังไม่ไหว  ถูกปรับหนักแล้วยังต้องแถลงคำขอโทษด้วย   แต่บ้านเรา  ส่งเสียงดังเท่าไรก็ได้ไม่ต้องเกรงใจใคร ถ้าดังมาจากบ้านของตู  งานนี้ควรเป็นหน้าที่ของสำนักงานเขตคอยสอดส่อง  ไม่ต้องรอให้ชาวบ้านร้องเรียน  &lt;br /&gt;&lt;br /&gt;เสียงที่เป็นความบันเทิงสำหรับคนพวกหนึ่ง  อาจเป็นเสียงที่สร้างความทุกข์ให้คนอีกหลายคน  เป็นเรื่องที่ไม่อยู่ในมโนสำนึกของผู้ใช้เครื่องขยายเสียง    เคยมีคนเล่าให้ฟังว่า  คนบ้านอยู่ใกล้วัดกระจายเสียงดังลั่นเรี่ยไรบุญทั้งวัน  ขอนิมนต์ให้หลวงพ่อช่วยหรี่เสียงลง   ก็ถูกบริภาษว่า  เป็นมารศาสนา  ถ้าทนไม่ได้  ก็จงย้ายไปอยู่ไกลๆวัดเสียเถอะ&lt;br /&gt;&lt;br /&gt;คนเมืองรุ่นหลังแทบไม่รู้จักความเงียบอันรื่นรมย์แล้ว   ความเงียบมิใช่ไร้เสียงสนิท  แต่มีเสียงนกขับขาน  เสียงลมพัด ใบไม้ไหว  น้ำไหลริน   เพลงยุคก่อนที่ฟังสบายหู  ด้วยคำร้องชัดเจน ดนตรีไม่ขโมยบทบาทของเนื้อเพลง  จนไม่รู้ว่าร้องอะไรเหมือนทุกวันนี้   ผู้ผลิตเพลงใช้คอมพิวเตอร์ตกแต่ง ดัดเสียงให้มีจังหวะซ้ำๆ  เป็นดนตรีขยะที่นิยมเปิดฟังกันในศูนย์การค้า  ร้านอาหาร  ทำให้ประสาทหูยับเยินลงไปทุกวัน&lt;br /&gt; &lt;br /&gt;เสียงน้ำก๊อกที่สะเพร่าเปิดทิ้งไว้ยามวิกาล  ยังทนกันไม่ได้  ต้องลุกขึ้นมาปิด  มิเช่นนั้นจะนอนไม่หลับ  เสียงที่เป็นจังหวะซ้ำๆเช่นนี้ ได้ยินแล้วระคายหู ปวดขมอง  พวกนาซีใช้ทรมานชาวยิวให้คลุ้มคลั่งมาแล้ว   กองทัพอเมริกันก็มีวิธีทรมานนักโทษด้วยการเปิดเพลงให้ดังสุดวอลลุม  จนถูกประท้วงจนหน้าม้านไปเมื่อเร็วๆนี้    ผู้เชี่ยวชาญการทรมานของ CIA  เปิดเผยว่า  ให้ฟังเสียงดังทั้งวันคืน  ไม่เกินสี่วันรับรองเป็นบ้ากันทุกคน   นักโทษคนหนึ่งจากค่ายกักกันในคิวบาให้ปากคำว่า  ถูกทุบตียังไง  ก็พอทนได้  แต่ให้ฟังเพลงดังลั่นทั้งวัน  แสนทรมานเหมือนอยู่ในนรก  นักโทษส่วนใหญ่ทนฟังไม่ไหว ถึงกับกรีดร้องโหยหวน  หลายคนพยายามฆ่าตัวตายด้วยการกระโดดเอาหัวโหม่งกำแพง  &lt;br /&gt; &lt;br /&gt; ครั้งยังไม่มีเครื่องขยายเสียงกำลังสูง   การละเล่น ร้องระบำ ทำเพลง  นักร้องขับจากลำคอด้วยเสียงธรรมชาติ   ถึงจะดังก้องคุ้งน้ำและข้ามทุ่งนา   ก็เป็นเสียงที่น่าฟัง  ประเพณียี่เป็ง ลอยกระทง ไหลเรือไฟ  เคยเพลินตา เพลินใจ  กระทั่งการท่องเที่ยว มาส่งเสริมให้เป็นงานใหญ่  มีคอนเสิร์ต   ลำโพงยักษ์ ส่งเสียงดังโลดไปไกลหลายกิโลลี้   งานแสงเสียงมหกรรมบรรลัยเช่นนี้   สมควรถูกประณามว่า รสนิยมต่ำทราม    &lt;br /&gt;&lt;br /&gt;ประเพณีที่เคยงามจับจิต   ถูกบิดผันเป็นกิจกรรมครื้นเครงส่งเสียงสนั่นเมือง    บุญประเพณีล่องน้ำ  แทนที่จะได้ดูความงามวับแวมของแสงเทียนและแสงดาว   ก็ใช้ไฟสว่างโร่ ดูกันให้มันโจ่งแจ้ง   เสียงอันทรงพลังของ ชาวแหล่ หมอลำที่แสนมีเสน่ห์มนต์ขลัง   ถูกทำลายย่อยยับด้วยเครื่องขยายเสียง   ซีดีที่ปั๊มกันถูกๆบันทึกเสียงให้ดังเข้าไว้  ก็พลอยซ้ำทำให้หูคนวิบัติ  &lt;br /&gt;&lt;br /&gt;ผู้ทนทุกข์กับเสียงเพลงดังในบ้านเรา   จะร้องทุกข์กับใคร ชีวิตดูมืดมน  ในเมื่อผู้ดูแลสุขไม่เอาทุกข์ของราษฏรก็อยู่แต่ในแคบซูลปรับอากาศ  และช่างไม่มีความรู้เสียเลยว่า  เสียงรบกวนทำให้คนเป็นโรคประสาท   งานของรัฐก็ล้วนเต็มไปแสง สี เสียงอลังการ์ ชวนให้เป็นบ้ากันไปทั้งประเทศ   &lt;br /&gt; But with “in-ear” headphones the actual sound at the eardrum can reach 120dB. &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;A report from the European Union's Scientific Committee on Emerging and Newly Identified Health Risks said that there was a danger from long-term exposure to music pumped into the ears above 89dB&lt;/span&gt;. &lt;br /&gt;The committee said that rising numbers of people were plugging themselves into loud music every day for journeys to and from school or work. &lt;br /&gt;It found that MP3 devices were a greater risk to hearing than cassette players because of their ability to reproduce sounds at very high volumes without loss of quality. Last year MP3 devices accounted for 83 per cent of all personal music players sold, and about a fifth of new mobile telephones also feature a digital music player. &lt;br /&gt;The committee said: “In the last few years, leisure noise has become a significant threat to hearing because it can reach very high volumes and because an increasing proportion of the population is exposed to it, particularly young people.” &lt;br /&gt;As well as hearing loss and tinnitus, loud noise can also affect the memory, attention, school performance and may even lead to higher blood pressure, according to some studies. &lt;br /&gt;Personal music players are used daily by up to 100 million people across Europe. You must be aware that Bangkok is one of the most noisy cities in the world. But you may not be aware of the extent of the suffering that this causes to all who dwell here. It is a long story and the complaints are many. Consider the noise arising from the new airport, built and operated without any care for those affected by its too close proximity to urban areas. Nothing is being done to mitigate this nuisance.&lt;br /&gt;A culture of noise has grown up so that every shopping centre, public park, children’s playground, hospital waiting area, train station, is flooded with competing and , literally deafening sources of noise. Apart from being a serious annoyance, the noise is a dangerous threat to health as referral to documentation of the World Health Organization will reveal to you. The problem is of such gravity that it is certainly imperative for you to include it in your policy statement, both under the heading of environment and public health.&lt;br /&gt;May I suggest a defined overall policy of reducing the overall noise level by one decibel for each year you may spend in office. Over four years you will have reduced the noise level by 4 dBs which translates as a reduction in noise by more than one half. One wonders that many of your proposed policies must surely be outside the available budget. By contrast the cost of the proposed noise policy is minimal. May I outline some very practical and simple measures which will progressively greatly reduce the overall noise level, improve the health of citizens, and save their being driven to distraction:&lt;br /&gt; &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;1. Make it illegal for any commercial enterprise to broadcast noise into the public space. At the head of this letter is a photograph showing the attempt of a supermarket to attract customers by broadcasting loud and obnoxious music at passers by in the street. By all means let them ‘entertain’ those who have already entered their premises, and who have the option of walking out again if they do not wish to hear it.&lt;br /&gt;2. In all spaces where people gather with the intention of talking to each other, direct that the maximum sound lever must not exceed 55 dB. This is the level where people separated from each other by a distance of one metre may still clearly speak and be understood. This applies especially to restaurants, school playgrounds, and the like.&lt;br /&gt;3. Impose strict standards of noise limitation at night time in residential areas. The ideal should be to achieve levels of 35 dB&lt;br /&gt;4. Ban loudspeakers from public parks. These areas are not fairgrounds but rather refuges where urban dwellers may escape from city noise pollution and hear the sounds of nature.&lt;br /&gt;5. Take special care for the hearing of children so that no activity for them may have levels of noise which would endanger their delicate sense of hearing. Limit the sound levels available from personal players which are most destructive of hearing sensitivity. Give hearing tests in schools to all children and instruct them about the dangers of hearing loss.&lt;br /&gt;6. Bangkok drivers are generally restrained in the use of horns. Mount a campaign to keep it so, as more crowded traffic appears to be encouraging more aggressive use of warning hoots.&lt;br /&gt;7. Construct more sound barriers along the sides of motorways.&lt;br /&gt;8. Eliminate noisy motorbikes, trucks, and buses which are the bane of our roads.&lt;br /&gt;9. Initiate the drawing up of a noise map for Bangkok, as is now the practice in all major cities in the world. The map will indicate areas having the most severe problems and facilitate planning for overall noise reduction.&lt;br /&gt;10.  Reduce the presently permitted noise level of 90 dB in industrial areas to achieve current recognised standards of worker protection.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;In time past your predecessors seriously tackled the problem of litter and debris around the city, so that now visitors to our city praise its cleanliness. The problem of noise reduction is of a similar dimension, it requires effort and determination rather than a large budget. Like Proust’s madeleine, except that this one had a certain “je n’ai sais quoi”, that just couldn’t be placed. Were it a fine wine, I would describe it as “a bouquet of skunk, with fruity undertones of banana and mangy dog fur.” What &lt;span style="font-style:italic;"&gt;was&lt;/span&gt; that smell?  Whatever it was, the instant journey across time and space, as I walked the early morning streets of Bangkok, was sweet.&lt;br /&gt;&lt;br /&gt;Smells have that power.   So do sounds.  They can soothe you, change your mood; and even, certain scientific studies suggest, slightly alter the chemistry of your brain.   They can transport you to an alternate universe.   And, they can make you do crazy things.  Unplanned babies, after all, have come into the world simply because a particular song happened to be playing on the radio at a particular time.  However, that particular crazy thing, I am happy to say, is not the one I am here to tell you about.&lt;br /&gt;&lt;br /&gt;What &lt;span style="font-style:italic;"&gt;I&lt;/span&gt; did was this; a few months ago I plunked down a deposit of 20,000 baht on an apartment that was wrong for me in every way.  Wrong location, wrong size, wrong price. &lt;br /&gt;&lt;br /&gt;Why did I do this?  I blame it on a rooster.&lt;br /&gt;&lt;br /&gt;The rooster was a next door neighbor of the apartment I was considering, and he chose just the moment I stepped from the cramped little living room onto the cramped little balcony to lift his triumphant rooster head to the heavens and let out an exuberant cry. &lt;br /&gt;&lt;br /&gt;Now, I don’t know why roosters crow.  It probably has something to do with their exalted position in a harem full of hens.  (Who wouldn’t crow?)   But the crowing of a rooster happens to be one of MY favorite sounds in the universe, a sound that, when it reaches my ears, makes me feel instantly young, relaxed, and joyful.  And, so, off to the ATM machine I ran, as fast as my misguided legs could carry me.  &lt;br /&gt;&lt;br /&gt;But, okay.  In all fairness, it wasn’t really the rooster’s fault. I was &lt;span style="font-style:italic;"&gt;desperate&lt;span style="font-style:italic;"&gt;&lt;/span&gt;&lt;/span&gt; to move.  And that is a gross understatement.   More like, I was mentally imbalanced.  Maybe even slightly insane.  I had been out with real estate agents every day, for weeks, in terrible heat, in terrible traffic, looking at one depressing apartment after another.&lt;br /&gt;&lt;br /&gt; The problem had started two months before, and if you live in Bangkok, you have probably already guessed what the problem was.   Not just somebody renovating a bathroom upstairs.  No.  Construction.  Of a high rise hotel.  Right next door. And by next door, I mean:  if my arms were just a bit longer, I could have reached out and touched the clanging- banging- grinding- turning around-clanging again-banging again-grinding-again cranes.  I mean: these cranes threw a shadow across my bed.&lt;br /&gt;&lt;br /&gt;I ended up forfeiting the money, and not moving.  I was exhausted, and stopped looking at apartments, though for weeks afterward, I was getting calls from realtors who had one more perfect place for me to see. &lt;br /&gt;&lt;br /&gt; The construction stopped soon after that, and has not yet started up again.   I am now putting my faith in the vagaries of a volatile economy and living, like the lilies of the field, in the moment. She courts solitude with a mania and contemplates avoiding to exchange a 'hello' with hill walkers encountered by chance. While her silence does not exclude the sounds of nature, wind,wave, and birdsong, her ideal is solitude. She searches literature for accounts of those who have found isolation, mountain climbers, lone sailors, the marooned Alexander Selkirk, and compares her own experiences with theirs. She lists the enhancements of sensitivity which come with solitude, the 'voices', the religious experiences, but also the risks of madness and hallucination. She returns many times to the experiences of the 'desert fathers', Christian hermits of the third to the sixth centuries who fled to the Egyptian desert. Her favoured solitude is a religious experience which she does not describe in detail, precisely because it is outside the realm of words.&lt;br /&gt;Strangely, she speaks little of music, of the profound silence of Bach's cello concertos, and appears to exclude musical instruments or recorded music from her life. But then, on one occasion, a chorus of angelic voices supplied an ethereal concert!&lt;br /&gt;&lt;br /&gt;One thing is certain, she will not search out our Bangkok, the antithesis of everything she desires! But we will cheer her on for the following comment:&lt;br /&gt;&lt;span style="font-style:italic;"&gt;&lt;br /&gt;"There is good evidence now that exposure to excessive noise has damaging physiological and psychological effects, including hypertension, aggression, insomnia, high stress levels, tinnitus and hearing loss, and these in themselves can lead to other health problems, like cardiovascular diseases. The origins of the word 'noise' are uncertain but two of the suggested derivations are from &lt;span style="font-style:italic;"&gt;nausea&lt;/span&gt; (the Latin word for sickness) and &lt;span style="font-style:italic;"&gt;noxious&lt;/span&gt; (the Latin word for harmful). I have come to believe that we are at risk of underestimating the danger: lower levels of sound, particularly when it is sustained and out of control, seem to have unnoticed but nasty effects. On the evening of the 6th December the noise reading near a play park for children was 67 dB. In the vicinity of the noise generating loudspeakers it was 76 dB. Admittedly, the park is quiet during the day when visitors are few, but the merry-go-round of noise comes to a peak during the hours of 5.0 pm to 7.0 pm, the most popular visiting times for urban parks throughout the world. While the measurements were spot measurements the averages over these two hours would hardly differ. &lt;br /&gt;&lt;br /&gt;This noise is deliberately generated by the park management broadcasting, ironically, a programme of ‘health radio’. One may deduce that they are little aware of the damaging effects of noise on health. Noise is the 3rd most hazardous environmental type of pollution according to the World Health Organization (WHO).&lt;br /&gt;&lt;br /&gt;There is growing agreement by countries setting standards for noise levels that noise in an urban park, such as Seri Thai, should not exceed 55 dB. Hong Kong, being one of the most densely populated places on earth, pays great attention to noise limitation. The authorities welcome the 55 dB figure, noting that chatting with others in parks is an important recreational activity and while interference begins at about 50 dB it is no great hardship to chat at 55 dB. This is certainly not so at levels of 67 dB, less still at 76 dB!&lt;br /&gt;&lt;br /&gt;So what, the Bangkok City Administration will ask. Thai people want pop music while they relax. Especially children! Quite so, train them while they are still young to be dependent on loud music, as they grow older they can have their own portable music boxes which will damage the hearing of each individual child, and make they look out on the world like pop-eyed aliens, no longer caring to communicate other than by the frenzied screams which are heard from school playgrounds throughout Bangkok. Besides, the park management does not hesitate to ban other activities of people visiting the park, irrespective of their possible likes or dislikes.   &lt;br /&gt;&lt;br /&gt;I have a further question. How can a park with trees and lakes be so void of bird life, the delight of children everywhere? The emission is at 95 dBs and causes a disagreeable sensation to young people, and can give severe headache. It cannot be heard by older people and, strangely, does not appear to affect dogs. It is used outside shops or in areas where young people congregate and sometimes intimidate passersby. The effect of the device is to create child free zones. It is widely used in the UK. In other European countries parents protest use of the device. Belgium has refused to suspend sales of the device. It sells for about 500 Euro.&lt;br /&gt;The device effectively criminalises all young people, the innocent as well as those who might cause offense to others. MARGIN: 0px auto 10px; CURSOR: hand; TEXT-ALIGN: center" alt="" src="http://4.bp.blogspot.com/_MYWTCgFewLI/R4zLi9OymEI/AAAAAAAAAHU/HoM28CrnYPk/s400/parknoise.jpg" border="0" /&gt;&lt;/a&gt; &lt;strong&gt;Noise Machine in Bangkok Park&lt;br /&gt;&lt;/strong&gt;&lt;div&gt;The following is a cri de coeur from a Thai artist against noise in parks, or anywhere else!&lt;/div&gt;&lt;div&gt;จับใจ&lt;br /&gt;ปานชลี สถิรศาสตร์ &lt;a href="mailto:quietbangkok@hotmail.com"&gt;quietbangkok@hotmail.com&lt;/a&gt;&lt;br /&gt;เสียงรกหู&lt;br /&gt;เมื่อไม่นานมานี้ ผู้เขียนพาเพื่อนต่างชาติไปเที่ยวสวนหลวง ตั้งใจจะไปเดินดูสวนพฤกษชาติกันให้เพลิน ปรากฏว่าเสียงเพลงดังมากจนเดินไม่เป็นสุข ต้องวิ่งหากระดาษอุดหู ทนเดินสำรวจสวนที่มีเพลงลั่นด้วยความขุ่นใจ มีลำโพงอสุรกายตัวเขียวๆ ตั้งอยู่ที่พื้นเต็มสวน ไม่มีมุมไหนหลบเสียงได้&lt;br /&gt;เพื่อนฝรั่งเคืองมาก ถามว่าทำไมสวนบ้านเราถึงดังเหมือนอยู่ในร้านเหล้า ผู้เขียนตอบว่า ผู้ว่าฯกทม. สุดรักของชาวกรุงคนนี้ คงจะไม่เคยไปเดินในสวนสาธารณะของใครอื่น ถึงไม่รู้ว่าสวนสาธารณะควรจะเงียบสงบ และท่านก็คงไม่มีเวลามาเดินดูสวนเอง ก็เลยไม่รู้ว่าลูกน้องของท่าน เปิดเพลงชวนปวดประสาท ฟังแล้วเจ็บหัวใจเหมือนถูกผึ้งต่อยได้ปานนี้&lt;br /&gt;สมัยเป็นนักเรียน ผู้เขียนมักจะนัดเพื่อนๆ มาอ่านหนังสือในสวน สวนที่สงบเงียบ ทำให้มีสมาธิในการจดจำอย่างเอกอุ ทั้งเป็นขาประจำของการเดินออกกำลังในสวน หอบหนังสือไปอ่านเอางานไปนั่งทำเงียบๆ เสมอ แต่หลังจากมีความคิดวิปลาสเอาลำโพงไปตั้งในสวนกระจายเสียง จนอ่านหนังสือไม่รู้เรื่อง ทำให้ไม่อยากไปอีก&lt;br /&gt;ทุกครั้งที่เดินทางไปต่างแดน ผู้เขียนจะต้องหาโอกาสไปเดินชมสวนก่อน สวนในยุโรปมักร่มรื่น สงบเงียบสุดแสน เหมือนเดินในวิมานแมน การทำสวนให้เงียบเป็นที่หย่อนใจสำหรับประชาชน เป็นสิ่งที่ผู้ว่าการของเมืองต่างๆ มีหน้าที่ต้องส่งเสริมเป็นลำดับต้นๆ เพิ่งไปเยือนสวนชาวอินโดฯ และสวนชาวอินเดียมา หลายแห่งเหมือนเดินในป่า สวนญี่ปุ่นให้เคารพต่อความยิ่งใหญ่ของธรรมชาติ การจัดสวนมีสุนทรียภาพเลิศล้ำ ให้ความชุ่มชื่นทั้งตาทั้งใจ วัดหลายแห่งมีสวนขนาดใหญ่ที่เงียบสงบอัศจรรย์ เวลาไปเดินแล้วรู้สึกจับใจจริงๆ แทบไม่อยากกลับ&lt;br /&gt;หันมาดูสวนสาธารณะของเรา กระจายเสียงตั้งแต่เปิดสวน ติดลำโพงถี่ยิบ ส่งเสียงติดตามผู้ชมสวนไปทุกแห่งหน เป็นสิ่งที่สร้างความรำคาญและรกหูจนเหลือรับ ราวกับคนกรุงนั้นไม่เคยมีวิทยุที่บ้าน เปิดเพลงชาติดังจนปวดแก้วหู แถมเปิดเพลงรายการที่ดีเจพูดจาเจื้อยแจ้วเหมือนนกแก้ว เหมือนมีคนเดินตามตะโกนใส่หูทุกย่างก้าว&lt;br /&gt;การยัดเยียดให้ฟังเพลง และข่าวสารบ้านเมืองเวลาออกกำลัง หรือเดินพักผ่อน ดูเหมือนจะกลายเป็นสิ่งที่ยึดถือกัน จนเป็นธรรมเนียมไปแล้วทุกมุมเมือง ทั้งในสวนและศูนย์สุขภาพ การฟังเพลงตลอดเวลานี้ นับเป็นสิ่งที่ไม่ได้อยู่ในทางมัชฌิมาปทา เป็นสิ่งที่ควรจะต้องคัดค้านกันให้แข็งขัน สวนสาธารณะนั้น ควรจะเป็นสถานที่ส่งเสริมให้สงบเงียบที่สุด เพื่อฝึกฝังให้เกิดความรักความงามสงบของธรรมชาติแก่เยาวชนด้วย&lt;br /&gt;คนเราควรจะได้พักหูอยู่เงียบๆ กันให้มาก แม้ว่าเสียงไม่ดังนัก แต่ได้ยินนานๆ ก็ก่อความเครียด ทำให้ร่างกายหลั่งสารพิษเป็นอันตรายต่อสุขภาพอย่างร้าย ประสาทตึงเครียด ความดันโลหิตสูง โรคหัวใจถามหา ภูมิคุ้มกันบกพร่อง ขาดสมาธิที่จะคิดอ่านอะไรให้สร้างสรรค์ การออกกำลังโดยใช้เสียงเพลงที่มีลำโพงดังตูมตามในสวน ก็ผิดสุขอนามัย เสียงกระหึ่มเช่นนั้น ไม่เพียงแต่ทำให้หูพัง ยังทำร้ายปอดและหัวใจด้วย หญิงมีครรภ์ฟังเสียงดังนานๆ ก็ทำให้ทารกพิการได้ มีการวิจัยมาแล้ว คนที่ต้องฟังเพลงอยู่ตลอดเวลา ราวกับว่า โลกนี้จะขาดเพลงไม่ได้ แปลว่าขี้เหงา จิตใจขาดความมั่นคง บ้านเมืองเราเต็มไปด้วยคนแบบนี้มากๆ ต้องนับว่าเป็นกลียุค&lt;br /&gt;การพักผ่อนสมองที่ดีที่สุดคือ การได้พักสายตา ดูต้นไม้เขียวๆ ฟังเสียงธรรมชาติที่ไม่ระคายหู การเดินในสวนที่เงียบสงบ จึงจะซึมซับความงามของต้นไม้ได้เต็มที่ ในทางธรรมความเงียบเป็นสิ่งที่พระพุทธองค์ทรงสรรเสริญอย่างยิ่ง นักปราชญ์ราชบัณฑิตทุกชาติล้วนให้คุณค่าความเงียบ เราจึงควรชักชวนเยาวชน ให้มารู้จักความมหัศจรรย์ของความสงบเงียบกันเข้าไว้&lt;br /&gt;เห็นสวนสาธารณะของบ้านเมืองคนอื่นแล้ว ทั้งน่าชื่นชมและชื่นใจ แต่สวนของเราช่างเป็นสวนที่ครึกโครมเหมือนตลาดนัด ลำโพงในสวน โปรดเอาออกเสียเถิดท่านผู้ว่าฯ มีแต่ทำให้ขึ้งเคียด รำคาญ เพิ่มปริมาณคนหูตึงเข้าไปกันใหญ่ ทุกวันนี้หาที่พักผ่อนเงียบๆ ก็ไม่มี ไม่รู้จะหลบไปอยู่มุมไหน จะทำให้คนเป็นบ้ากันมากขึ้น&lt;br /&gt;ได้ยินว่ามีคนร้องทุกข์เรื่องเสียงดังกันมาก แต่ผู้ว่าฯ กทม. ไม่ยักได้ยิน ถ้าผู้อ่านคนใดทำงานอยู่ที่เดียวกับท่าน ฝากบอกให้ท่านไปตรวจหูเสียงบ้าง สงสัยว่าท่านเองก็หูตึงเหมือนกัน&lt;br /&gt;Protests have now become an avalanche. He has been waking at &lt;/span&gt;&lt;/b&gt;&lt;st1:time hour="6" minute="0"&gt;&lt;b&gt;&lt;span style="font-size:18;"&gt;6am&lt;/span&gt;&lt;/b&gt;&lt;/st1:time&gt;&lt;b&gt;&lt;span style="font-size:18;"&gt; every day for the past several months.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/b&gt;  &lt;p class="MsoNormal" style="margin-bottom: 12pt;"&gt;&lt;span style=""&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;For people in &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Bangkok&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt;'s Pathum Wan district, the sound of construction work is their signal a new day is beginning.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;"Cranes start up at &lt;/span&gt;&lt;st1:time hour="6" minute="0"&gt;&lt;span style=""&gt;6am&lt;/span&gt;&lt;/st1:time&gt;&lt;span style=""&gt; and you wake me up with hammers at &lt;/span&gt;&lt;st1:time hour="6" minute="0"&gt;&lt;span style=""&gt;6am&lt;/span&gt;&lt;/st1:time&gt;&lt;span style=""&gt; every weekend," expatriate Klein told contractors at a meeting of irate, sleep-deprived residents.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;Klein lives in an apartment in the Grand Regent in Soi Mahadlekluang 2. The block is sandwiched by two construction sites.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;The nightmare may soon be over following reconciliation between the community and contractors. It is a win-win deal for the community, the contractors and Pathum Wan district.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;"This is the first time a &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Bangkok&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt; community has successfully negotiated with contractors," said Pathum Wan district director Surakiat Limcharoen. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;There have been thousands of complaints about construction noise in &lt;/span&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style=""&gt;Bangkok&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;span style=""&gt;, but there has never been a collective complaint like that of the sleepless of Pathum Wan.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;Led by resident Oraya Sutabutr, the community last month demanded contractors be more considerate about noise and shorten working hours on weekends. It also wanted dust control and care of public spaces.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;Six more condominiums and hotels are being erected in Sois Mahadlekluang 1 to 3, adding to the half dozen already there. There is another construction site on nearby Lang Suan. This work causes noise and air pollution.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;The contractors are Rittha, &lt;/span&gt;&lt;st1:place&gt;&lt;st1:city&gt;&lt;span style=""&gt;K-Tech&lt;/span&gt;&lt;/st1:city&gt;&lt;span style=""&gt;, &lt;/span&gt;&lt;st1:state&gt;&lt;span style=""&gt;Jiangsu&lt;/span&gt;&lt;/st1:state&gt;&lt;/st1:place&gt;&lt;span style=""&gt;, Obayashi, Bouygues-Thai and Siphya Construction.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;When building started some months ago, residents were angered by working hours that often started as early as &lt;/span&gt;&lt;st1:time hour="6" minute="0"&gt;&lt;span style=""&gt;6am&lt;/span&gt;&lt;/st1:time&gt;&lt;span style=""&gt; or even went around the clock. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;They filed complaints with the Bangkok Metropolitan Administration and some of the problems were solved for a short period.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;But Surakiat believed there would be no total solution unless the parties listened to each other's needs.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;He arranged the recent meeting where the community asked contractors to start working in accordance with the law - which stipulates &lt;/span&gt;&lt;st1:time hour="8" minute="0"&gt;&lt;span style=""&gt;8am to 10pm&lt;/span&gt;&lt;/st1:time&gt;&lt;span style=""&gt; weekdays and &lt;/span&gt;&lt;st1:time hour="11" minute="0"&gt;&lt;span style=""&gt;11am to  10pm&lt;/span&gt;&lt;/st1:time&gt;&lt;span style=""&gt; on weekends as acceptable hours. Workers are required to take care when in public areas.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;The community can punish contractors who ignore agreements struck at the meeting. Penalties include temporary closure for one day. For subsequent offences Bt100,000-a-day fines will be imposed and money used by the district for community improvement, such as footpaths for the disabled along Rajdamri Road and improvements to car parking at Wat Pathumwanaram.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span style=""&gt;"I'm just a middleman chairing the meeting. Everyone gets to say what they want," Surakiat says. "Nobody loses. On April 13th during a visit to the park Quiet Bangkokian went to the sound control room of the park to query the increased noise levels and to request some peace from the loudspeaker network which now covers every 20 metres. The kindly official did indeed lower the nuisance level to a more tolerable level. However, the park management is completely oblivious of the concept that parks provide a natural environment that allows some opportunity of escape from urban noise and the opportunity to relax in the sounds and sights of nature.&lt;br /&gt;Most countries have laws protecting park environments, limiting noise levels to maxima between 55 to 60 decibels, often with provision for further limitation in mornings and evenings.&lt;br /&gt;&lt;span style="font-weight: bold; Cuisine&lt;br /&gt;                                    ฉบับที่  75  เดือนเมษายน  2550&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;บทนี้ ขอเริ่มด้วยคำถามว่า “ความเงียบเป็นศัตรูที่ต้องปิดกั้น ส่วนเสียงเพลงเป็นเพื่อนที่ขาดไม่ได้ จริงหรือ”&lt;br /&gt;&lt;br /&gt;            มีเพื่อนๆ 5 - 6 คน ที่นัดพบกันเพื่อชิมอาหารกลางวัน เราผลัดกันเลือกร้านอร่อยๆ ไปนั่งคุยกันสบายๆ แลกเปลี่ยนข่าวสาร  ความคิดเห็น  แล้วแยกกันไปอย่างอุ่นใจ  จนกระทั่งพบกันครั้งใหม่&lt;br /&gt;&lt;br /&gt;ในจุดมุ่งหมายการนัดพบเราคือรสชาติอาหารกับการสนทนา จึงพยายามเลือกร้านที่เปิดเพลงเบาๆ หรือไม่เปิดเลย  ประเภทไม่เปิดเลยนี่หายากได้ยากขึ้นทุกวัน  ถ้าผู้อ่านท่านไหนรู้จักช่วยแนะนำด้วย  จะเป็นพระคุณอย่างยิ่ง &lt;br /&gt; &lt;br /&gt;            เคยได้ยินมาว่า วัฒนธรรมการเปิดเพลงดังลั่นจนกลบความคิด  เริ่มมาจากเทคนิคของร้านอาหารบางประเภทในประเทศตะวันตกที่ต้องการให้ลูกค้าหมุนเวียนเร็ว  เพราะดนตรีที่ดังและจังหวะแรงเร้า  มีผลทางจิตวิทยาให้กินเร็ว ลุกเร็ว ไม่อ้อยอิ่งให้เปลืองที่นั่ง  จะคุยกันให้เสียเวลากินก็ต้องตะโกนเอา  ตะโกนได้ไม่กี่น้ำก็ยอมแพ้กันไปเอง &lt;br /&gt;&lt;br /&gt;นอกจากนั้นแล้ว  การดึงการรับรู้ทั้งหมดมาไว้ที่ประสาทหู ทำให้รสอาหารไม่จำเป็น ต้องละเมียดละไมนัก  &lt;br /&gt;     &lt;br /&gt;ช่างเป็นวัฒนธรรมการกินที่เป็นลบอย่างยิ่งต่อทั้งระบบย่อย ประสาทหู และรสสัมผัส  ร้านอาหารบ้านเรารับมันมาทั้งดุ้นโดยอาจไม่รู้ที่มา  หลายร้านที่ติดลำโพงไว้ทั่ว  ไม่ให้คนกินหนีเอาหูไปหลบได้ที่มุมไหน&lt;br /&gt;    &lt;br /&gt;ถึงแม้ชอบดนตรี ชอบเพลง ชอบดูหนัง  แต่ข้าพเจ้าไม่ใช้วอล์คแมน ไม่ต่อสายไอพ็อดเข้าหู  ไม่เหงาเมื่ออยู่คนเดียวโดยไม่เปิดเพลงหรือโทรทัศน์  ความเงียบให้โอกาสพักหู  ให้ได้ยินเสียงธรรมชาติ  ได้อยู่กับตัวเองกับสิ่งรอบตัวอย่างไม่ต้องมีสื่อภายนอกมานำพาอารมณ์  และจะไม่เปิดเครื่องเสียงในรถเวลาขับผ่านทิวทัศน์ที่งดงาม เพราะพบว่าความเงียบช่วยให้ซึมซับความชื่นบานจากปัจจุบัน ตรงนั้น เดี๋ยวนี้ ได้อย่างวิเศษสุด ไม่ว่าจะเป็นทางตา หู และกายสัมผัส   &lt;br /&gt;&lt;br /&gt;ไม่กี่วันมานี้ได้คุยกับคนที่บอกว่าเคยติดเพลงอย่างหนัก  ประเภทขาดไม่ได้ตั้งแต่วัยรุ่น มาช่วงหนึ่งที่ย้ายบ้าน  ยุ่งเหยิงวุ่นวาย  ไม่มีเวลาตั้งเครื่องเสียงอยู่ถึง 3 ปี เธอก็แปลกใจตัวเองที่สุขไปอีกแบบ  เพราะเริ่มสังเกตรายละเอียดของเสียงรอบตัวที่ไม่เคยสังเกตมาก่อน จนคุ้นเคยและรู้ค่าของความเงียบ  ที่น่าสนใจยิ่งไปกว่านั้นคือ  รู้สึกว่ามั่นคงในตัวเองมากขึ้น&lt;br /&gt;&lt;br /&gt;เมื่อติดตั้งเครื่องเสียงและมีเสียงเพลงในบ้านอีกครั้ง  เธอก็รู้สึกเหมือนได้เพื่อนเก่ากลับมา  แต่เป็นเพื่อนที่รู้จักพื้นที่และเวลาที่เหมาะสม  เรียกว่าเป็นเพื่อนที่ให้อิสรภาพ ไม่ใช่เพื่อนที่พันผูกเธอไว้จนขาดไม่ได้   &lt;br /&gt;หลายคนใช้เพลงพากลับไปอดีตที่มีความสุข  เพลงเลยกลายเป็นสายใยพันใจไว้กับความทรงจำที่หมดความเป็นจริงไปแล้ว  ถ้าความทรงจำนั้นเป็นกำลังใจให้ก้าวไปในปัจจุบันอย่างงดงาม  ก็วิเศษ &lt;br /&gt;&lt;br /&gt;แต่ถ้าเป็นความทรงจำที่ทำให้โหยหาไม่รู้จบ  เพลงนั้นก็เหมือนสายน้ำวนที่พัดพาเป็นเกลียวอดีตลึกลงๆ   จะปีนกลับขึ้นหาพลังของปัจจุบันได้ยากขึ้นเรื่อยๆ &lt;br /&gt; A majestic park of 80 hectares on the outskirts of Bangkok, it is visited by 10,000 to 25,000 visitors on weekdays. A park of great variety and beauty it is under the administration of the Department of Social Welfare.&lt;span style="font-weight: bold;"&gt; But as has happened to other parks under city administration, at a certain stage of development of the park where a policy of maintenance would have been best, allowing nature to mature naturally, a manic and irresponsible change in policy has occurred. &lt;/span&gt;Loudspeakers have been installed everywhere in the park, at about thirty meter intervals and all sense of peace banished from this onetime haven of quiet. Inane radio programmes swamp the sound of leaves swaying in the breeze and birds are frightened away.&lt;br /&gt;&lt;br /&gt;The noise we hoped to avoid follows us to this one time refuge. Park employees enter into the spirit of things and leave the doors of pick up trucks open while powerful audio systems further spew out conflicting sources of noise. Attendants in sales kiosks and toilets play radios at full blast; is this the policy of the park or is it their private initiative? It seems that all policy of restricting the circulation of motor traffic is abandoned as young people ride in threes on noisy motor cycles around the once quiet paths. When I asked one of the park attendants he admitted the changes but could not explain why they were occurring.&lt;br /&gt;&lt;br /&gt;It was a park where children could learn about nature and quiet beauty. Now they will learn that relaxation and "fun" must be accompanied by noise.&lt;br /&gt;&lt;br /&gt;Do the Directors of the park know anything about park administration? Are they aware that noise increases tension and blood pressure? Quiet Bangkokian has stumbled across a potential mine of information on this topic, the website of Boeing Corporation which may be accessed among the links to be found in the right hand column of this blog. This precious website gives noise data on airports throughout the world.&lt;br /&gt;The only problem is that this invaluable database contains little information on Bangkok airport. Every cow may have its own cow bell&lt;br /&gt;2. At a distance of more than 100 metres  from the house of the plaintiff,  the cows may ring their bells for 24 hours out of 24&lt;br /&gt;3. At a distance of less than 100  metres from the plaintiff's house  the cows may not ring their bells  from 21.00 hours until 7.00 the following morning&lt;br /&gt;4. The demand of the plaintiff for 4,000 euros in compensation for the nusiance of the cow bells is refused&lt;br /&gt;5. There is no right of appeal&lt;br /&gt;&lt;br /&gt;Quiet Bangkok applauds this wise decision. By contrast, if a farmer were to come to the city and take legal action against the noise of cars, could he expect to be paid compensation and city life to come to a stop?
