How to make noise about noise
To complain about noise there are several options. For a one-off all night party or a noisy car left with the engine running etc. your local police station is the best option. If you report that you saw three men murder someone, they will record it but are unlikely to do much. But if you complain of excessive noise at three in the morning a policeman will probably arrive on a motorbike to admonish the cause. If there is a long term source of noise such as a karaoke night club you may get help once, but the problem will recur.
Try the following:

Re. the TVs running ads in Underground stations - and
any other TV-in-a-train plan...
we need a coalition of people who will seek a meeting
with the management of these facilities, and tell them
that they should have silent TVs running wildlife and
environmental and science programmes, not ads.
And IF they don't agree to do that, say you will
start a public movement which will demand they remove
the TVs altogether. We offer them a compromise face
saving solution right in the beginning, and if and
when they reject it or say they accept but do nothing,
launch all out campaign to make them look really bad.
Get experts together, have a press conference, write
letters and petitions, even perhaps have small
peaceful leaflet campaigner even public polls at
stations asking whether the public would like a
quieter Bangkok... Embarrass the authorities, make
them look like they don't care. If they want to avoid
that bad publicity, then they must make the TVs
silent, and run programmes about issues that
matter, like the environment.
